„In 2018, about 10.6 % of people in the EU aged 18-24 were considered early leavers from education and training, and there has been little or no progress in this field over the past 2 years. […] Those who leave education before obtaining an upper secondary qualification struggle with lower employment rates, and lower rates of participation in adult learning. People with low levels of education also face a higher risk of being unemployed or becoming inactive while not being involved in education or training.“
