„Some EU countries undertake specific measures to enhance access to ECEC (Anm.: ECEC = early childhood education and care) for disadvantaged groups or children who do not speak the language of instruction at home. For instance, in Sweden, municipalities must offer a place in ECEC to children who have lived in the country for a short time, even if their guardians have not applied for it. […] In Lithuania, as of 2022, participation in ECEC is mandatory for children from families at social risk.“
