„Early (i.e. below age 2) and more intensive (i.e. more hours per day) enrolment in ECEC can have positive effects on children from low socio-economic backgrounds, especially for cognitive development, provided that ECEC services are of high quality, and can therefore be targeted to these children. The curriculum framework and preparation of the ECEC staff, as well as their working conditions (e.g. time in contact with children, and time to prepare activities), need to be adapted to the starting age and intensity of programmes.”
