„Inequalities between children start during the prenatal period and are evident in multiple domains of early development of young children. From the early years, some children face higher exposure to family stress, poorer environmental and neighbourhood conditions, and lower access to health services, among others, all of which can limit opportunities for warm and responsive interactions between parents and children. These unfavourable conditions for early development and learning often concentrate and lead to cumulative disadvantage in some families.“
