„Early childhood education and care (ECEC) can play an important role in helping disadvantaged children realise their full potential. Evidence from several OECD countries suggests that some ECEC programs can help foster lasting skill development in disadvantaged children, even if the evidence for more advantaged children is mixed. Importantly, however, participation among children from disadvantaged backgrounds remains a challenge in many OECD countries, especially for very young children under age three.“
